$21 Billion in Unmet Needs?

Atlanta, a major transportation hub in the Southeast, will have $21 billion in unmet needs over the next 25 years. At least that's the analysis of one organization.

But the Georgia Public Policy Foundation asks a simple question: Are all those stated needs really needs?

One of the primary justifications for a new tax is the apparent funding “shortfall" between the transportation project list and the expected funds available.

Who can tell whether the region needs every one of these projects? It certainly isn’t easy to decipher from the 389-page list of “constrained” projects ...
The Foundation then reminds leaders of the "P word," prioritization. In this case, that means relief of traffic congestion. But that will be a hard sell if, as I suspect is the case, the Atlanta Regional Commission is infused with advocates of "smart growth" ideas, which aims not so much to make roads work but rather reshape how people decide where to live.
