This sounds like health care. Denying anybody the right spend their money as they see fit will cause problems. I have seen these issues with local school boards in Ohio. Men and women who you would generally find to be defenders of free enterprise suddenly become water carriers for public school bureaucrats when they are elected to these boards. Their motivation ranges from the need to get their picture in the paper to many doing business with the schools on unbid basis. They are also considered employees, qualify for a state pension and in some districts are on the school's very generous health insurance plans. At the very least, these business relationships should be disclosed to the taxpayers. An on old saying really does apply. "Beware of strangers bringing gifts."
