Before the feds stepped in schools gave kids the Iowa Tests or the California Achievement Tests. These were nationally normed, unlike the proficiency tests. You could compare schools from state to state. You could compare the results over time. They were real tests.

Any reason we shouldn't just go back to give the kids the Iowas and publish the class average?
