The Lewin model, which is commonly cited when activists make these claims, finds huge savings for single payer systems. Of course it does this by not including the cost of human resources departments when it looks at the administrative costs of employer based health plans, and by saying that things like keeping patient records won't be an administrative cost under a government health plan.
