Shouldn't the Poor be Covered First?

If the feds had put no rules in place, I suppose that Gov. Strickland could fold every child into SCHIP--including the offspring of Proctor & Gamble executives, department chairmen at the state's universities, and everyone else earning far, far above the federal poverty level.

But even the feds realize that there need to be priorities.
