The reporter flim-flammed in this story. He reported the Commission chairman as saying that the state only allocated $100,000 for the Commission when other states had allocated far more. The rest of the money for the 1.16 million that the Commission is expected to spend in its one year of life and mostly without compensating Commission members, was raised by private foundations. Likely they are not big supporters of market-based reforms, at least judging by the plan that a subset of Commissioners wants to recommend to the Colorado legislature.
You don't understand what Single payer is. It is only a financing system like Medicare which pays private doctors. The UK has a true socialized medicine in that the doctors are not private but do, indeed, work for the government. Canada and France have Single Payer and their doctors are largely private.
