It is truly an amazing sentence! Government dependence on government is an ugly thing. I wish Secretary Leavitt would write a letter in response: "your demands amount to a multilateral restriction on federal authority to return tax dollars to the people..." Or maybe the governors think that if the federal government doesn't spend money it puts it back into that chest of gold its got buried under Capitol Hill?
