When Free Isn't Free

Defenders of the public school establishment point out that, unlike private schools, they are free to students.

Except they're completely. So says the Houston Chronicle in a review of fees charged by some schools. It looks like schools are trying to have their cake and eat it, too: plead low budgets but then forget to mention that somme expenses are already borne by families of students.
