One comment you referenced says defends the NC program this way: "North Carolina spent 14.2 percent of its General Fund on Medicaid. Virginia spent 17.4 percent. Tennessee spent 26.2 percent with its TennCare program."

My response: So? The program is smart or not. How much of a dent it puts in the individual or collective wallet is but one indicator.
