One of those politicians who doesn't understand health care is quoted in the article: California Lt. Gov. John Garamendi, who is appalled that these plans for young people don't cover pregnancy. Mr. Garamendi, who used to be Insurance Commissioner, still doesn't understand insurance, which is supposed to share the risk of unforeseen events. Obviously, the insurer cannot tell whether a pregnancy is planned or not, so it has to exclude coverage to dissuade people who would sign up, have a baby, then drop out, which would obviously create a cost spiral.
Needless to day, if Mr. Garamendi was in charge of legislating health insurance mandates in California, premiums would be sky high and we'd have even more uninsured young people.
