The High Cost of School Failure

Seeing the price of public school operations consistently outpace inflation is bad enough. Even worse is having to pay a second time, as in when colleges must offer remedial education to high school graduates.

The Arkansas Policy Foundation points out that several school districts in the state have college remediation rates of 70 percent or more.
