Wasn't managed care the free market solution to our problems? So why has quality and costs not improved? We have a choice to continue down this road after seeing the warning signs, or we can recognize that the free market by itself is not the solution and develop a plan where the government and the free market can co-exist in serving the citizen/customer.

This is typical of Bredesen. He shrank the TennCare beast and does recognize the value of markets, but his background in health care seems to have left him with warped intuitions on how to improve the system.
