If the goal is to increase the number of people uninsured and have providers absorb more charity care,this should help..close to 40% of the uninsured could receive some public assistance but don't..now you want all potential medicaid patients to chose to enroll in a plan..and we should throw out all the capital investment the states have made to build eligibility and claim payments systems?..any plan that is considered cannot have the potential to increase the uninsured as this one has..I do have one suggestion..if all the patients who have insurance and the ability to pay their co-pay or deductible on an emergency room visit were to pay , we all would be taking responsibility rather then blaming the medicaid patients for all our problems..
