Yep, it's pretty clear that "overhaul" means "expand Medicaid," as the story makes clear when it says: "About two-thirds of all states have proposed measures to their budgets to expand coverage..."

I think it's something similar to education. The only type of "reform" that the public school teachers and administrators seem to approve of is "more money."

Overhauling state health systems? Fine and dandy. But it looks like "overhaul" really means "make it bigger."
