Mark Shelden of IlliniPundit observes that one Illinois county spent $400,000 on something related to health care.

No, the money didn't actually go to doctors or clinics to treat the indigent. It was spent on consultants to help the county navigate the certificate-of-need regulations imposed by the state bureaucracy.
