The Bluegrass Institute for Public Policy Solutions points out that Kentucky's schools can meet the requirements for No Child Left Behind by improving their graduation rates by ... 0.01 percent per year: "if a school were large enough, it could take 100 years just to raise its graduation rate by one percent."
