Since 2001, the New York City Council has funneled millions of dollars to fake organizations. As Sara Kugler of the Associated Press reports, these were considered reserve funds of sorts. This fraud knowingly occurred under the council leadership of Christine Quinn, a contender for replacing Mayor Bloomberg. Interestingly, notes Kugler, Quinn has “has tried to make open government a hallmark of her agenda.” Perhaps Quinn should attend the Washington Policy Center’s April 15, 2008 transparency conference near Seattle. Actually, WPC should invite Quinn to be a guest speaker. Being a sinner, she can publicly repent -- and address the virtues of budgetary openness.
