The South Carolina Policy Council reports on yet another plan to expand Medicaid, this time in a project called the South Carolina Collaborative. Supporting the effort are the state's medical association, hospital association, and chamber of commerce.
But the South Carolina Policy Council says that the proposal, which depends on cigarette taxes, will surely grow beyond projections and do nothing to stem fraud that currently afflicts the system and taxpayers.
One legislative opponent of expansion would prefer giving tax credits to individuals and small businesses for the purpose of purchasing insurance on their own. Speaking of Medicaid expansion, Sen. Larry Grooms said "This would create an unfunded liability to the state. I'm going to vote against anything that won't empower people."
