It was doomed to fail. Basically guaranteed issue with narrow "risk bands" (read community rating). Heck of a deal for the sick, bad deal for the healthy who either don't enroll or pay the relatively small opt out fee. The problem with its crashing and buring is the single payer folks will use its failure as an argument for more government. Unfortunate, since a private sector market making mechanism in health insurance would be beneficial.
