Third World Conditions in the United States?

Jeff Taylor of the John Locke Foundation asks if Birmingham, Alabama is moving towards third-world status.

The "Stupid idea of a the week comes from officials in Birmingham, Alabama looking to land $200 laptops intended for places like Peru and Mongolia. This is likely the last thing poor kids in Birmingham need." For one thing, they're not exactly third-world poor.

Taylor concludes that city officials ought to rethink their priorities.
