Wow, a recipe for fiscal disaster. In New York a few years back, where counties have shared in the bill forever, the state handed Erie County a bill that basically stripped its budget.

This kind of arrangement makes the state think that it is paying just 35 cents of every Medicaid dollar spent and is a huge motivation for a reckless expansion in Medicaid spending.
