It may not be enough to bring large numbers of doctors back to the state's underserved, rural areas, but the new tax credit for rural health care providers that takes effect on January 1 is a step in the right direction.

The chances of such direct incentives improving the situation would seem to have a far greater likelihood of success than Richardson's convoluted, universal health care proposal.
