There are plenty of special interests out there eager to distort the rightful power of government for their own financial enrichment and to control the lives of others. Pete Geddes explains the situation:

For a primer on how this process works, I recommend the late Mancur Olson’s book, The Logic of Collective Action. Olson examines how political forces derail the greater good. His explanation is straightforward: small, wealthy, well-connected groups easily organize into cohesive, effective units. They then use the political process to reap huge benefits while dispersing the costs over 290 million citizens.
Organizations such as those within State Policy Network are a bulwark against this logic, advancing the cause of freedom and in turn, sound policy.
