There is one bit of good news in Ohio Medicaid. Last year, at the urging of the Buckeye Institute, the legislature mandated that program begin the process of switching to risk-adjusted payments to health plans. Assuming the bureaucrats don't screw it up, this should increase the number of plans competing for beneficiaries.
Gov. Strickland does understand one thing, certainly: he will get political credit for "helping the children," but taxpayers in Michigan, Kentucky, Indiana, and elsewhere will be footing half the bill.
